Quite a complicated flag, maybe good for the Congress, but unsuitable for the national flag. However, I was wandering about its symbolism:

believe that originary source is Lucien Philippe. He
says, "5 December 1918 Isaac and Nissen Haisrael
brothers offered a flag to the Jewish Congress. Other flag was offered by
the Italian government in 1924."

Note that there was no Zionist Congress in 1918. The 11th
Congress was held in Vienna in 1913 while the 12th congress was
held in 1921 in Carlsbad. I guess that it was a proposal for the
American Jewish Congress that was held in Philadelphia in 1918.
